Yes it is possible, but there are several descive factors involved.
1. Is it slate or the old asbestos tiles.
2. How thick is the slate.
3.will adding 1-3″ of extra wall interfere with windows or doors.
If not, all you have to do is lathe the wall vertically with 1×4′s every 16-24″ (no more) which will cover old siding and give you a nailer for vinyl.

    If you decide to go over top like the guy above suggested, you have to be careful that the slate shingle doesn’t crack and fall down between the siding causing a bulge. Check first and make sure it’s not the old asbestos, you might want to hire someone to remove it first.
